The Council reconsidered the claims that had been placed in second priority, and noted that the million earmarked for regional colleges in West Africa provided for one of these claims. For the reasons already mentioned the Council did not consider that a reserve fund need be maintained, and agreed therefore that the figure of £500,000 for areas' could remain in a second priority category.

The to higher education in Palestine would have to be regarded as of second priority, though calling for reconsideration later when the first provisional allocation came to be reviewed or when the situation allowed the Council to send visitors to Palestine to explore and advise on the needs of higher education.
